- Shred beef and slice scallions; use cooled rice for better separation.
- Heat oil; stir-fry beef over high heat until the surface changes color (about 70–80% done), then remove promptly so it doesn’t toughen.
- In the same pan with fresh oil, sauté scallion whites over medium-low until fragrant. Add rice and soy sauce; toss fast. Return beef and scallion greens and mix.
